| Vulnerable Voters: Special Precincts and their Systematic Effects in Ukraine's 2002 Parliamentary Election | Erik Herron with Paul E. Johnson (1/7/2004) | Election rules often guarantee voting rights to citizens who are unable to come to the polls through the use of special polling precincts or other accommodations. While these provisions are well intentioned, special polling stations may also facilitate vote theft. Using precinct-level data from over 30,000 polling stations in Ukraine’s 2002 parliamentary elections, this paper assesses fraud as an explanation for voting results in the proportional representation and single member district races. We find that voting outcomes for the pro-government party are unusually high in special precincts at the same time that outcomes are unusually low for the opposition. While the evidence is circumstantial, fraud is a plausible explanation for the outcomes. | Write review |
